New State Department policy bans embassies from flying Pride flag
Jessica Stern, the former special U.S. messenger for the promotion of LGBTQ and intersex rights, says the work that she and her colleagues did under the Biden-Harris administration is “being systematically dismantled.”
“As the person who was responsible for leading U.S. foreign policy on LGBTQI+ issues, it’s been very complicated for the past two months to see that serve being systematically dismantled,” she told the Washington Blade on March 19 during a telephone interview.
Stern was the executive director of Outright International, a global LGBTQ and intersex advocacy group, when then-President Joe Biden appointed her in June 2021.
The promotion of LGBTQ and intersex rights was a cornerstone of the Biden-Harris administration’s overall foreign policy. These efforts specifically included the decriminalization of consensual homosexual sexual relations and marriage equality endeavors in countries where activists said they were possible through the legislative or judicial processes.

US diplomats have been finding resourceful ways to show endorse for LGBTQ+ Pride month after the White Residence banned them from flying the rainbow flag.
Before this year embassies hoisted the flag on the official embassy flagpole - but this year they had to seek approval from the state department, which reportedly refused all requests.
On Tuesday Vice-President Mike Pence said the ban was the "right decision".
He said there were no restrictions on pride flags elsewhere on the buildings.
The Trump administration has appointed several gay ambassadors and Mr Trump has made a statement celebrating Pride month.

"We're proud to be able to help every American," Mr Pence told NBC, but "when it comes to the American flagpole, and American embassies, and capitals around the world, one American flag flies."
Mr Pence, an evangelical Christian, opposes same-sex attracted marriage and has a history of supporting anti-LGBTQ+ legislation.

The Trump administration has reportedly denied requests from several United States embassies to fly the rainbow flag on the flagpole in honor of Celebration Month, which stands in contrast with President Donald Trump's recent pledge to "stand in solidarity" with the LGBTQ community around the world.
The US embassies in Israel, Germany, Brazil, and Latvia were denied requests to fly the pride flag on embassies' flagpoles in June, according to what diplomats told NBC News.
State Department policy dictates that embassies must acquire permission to fly the pride flag on their flagpoles. No embassy that has made the request has been granted permission as of yet, according to the NBC report, though they are allowed to demonstrate the flag inside and other places.
The US Embassy in Seoul, South Korea, for example, is displaying a rainbow banner on the side of the building.
The State Department did not immediately respond to a request for comment from INSIDER.
